    I seem to be replying to my own question/comment. I will try this:

    The puppies must be ready to survive outside the womb in order for the mother/bitch to be able to search for food. Her body is prepared to feed them through lactation means, but she needs to eat to make the liquid food she will feed them. And she needs to search for that food unhindered by newborn puppies.
